Malaysia boosts tourism connectivity, infrastructure in 2027 budget

Malaysia has allocated 935 million ringgit (US$222 million) for tourism and culture in 2027, with measures to improve international connectivity, upgrade tourism facilities and support events as the Visit Malaysia campaign continues into next year.

Prime minister Anwar Ibrahim outlined the allocation when tabling Budget 2027 in parliament on October 9.

The International and Charter Flight Matching Grant will support new direct flight routes from China, India, Central Asia and Europe. The grant will also cover cruise ships, ferries and tour buses bringing international tourists to Malaysia.

Planned tourism facility upgrades include jetty infrastructure and heritage sites with potential for UNESCO recognition, including Danum Valley in Sabah, Lembah Bujang in Kedah and Taman Negara in Pahang. Grants will also be available to industry players organising and promoting tourism events.

Separately, the government and Malaysia Airports Holdings will provide 1.1 billion ringgit to upgrade roads in port areas and at airports in Kota Kinabalu, Miri, Tawau, Sandakan and Penang, as well as short take-off and landing facilities in Long Banga and Ba’Kelalan, Sarawak.

Other measures include raising the duty-free purchase limit for visitors to Langkawi and Labuan to 10,000 ringgit, subject to a minimum stay of 48 hours. More products made in Langkawi will be exempt from import duty, while QR payment facilities will be expanded to 15 locations, including resort islands.

Rebates will be provided to organisers of events at venues with a capacity for at least 10,000 spectators. Tax incentives for incentive travel, international conferences and trade exhibitions will be extended until the year of assessment 2030.

The budget also provides for a cultural festival in conjunction with the 2027 SEA Games and support for heritage practitioners working in handicrafts, weaving and batik. Separately, the Ecological Fiscal Transfer fund will increase to 270 million ringgit to support conservation, community-based economic activities and ecotourism.

The budget’s emphasis on connectivity also drew a response from Trip.com Malaysia, which said improved access would need to be matched by destination experiences and easier navigation.

Stephane Thong, the platform’s general manager, said travel decisions were increasingly being made online before departure.

“A destination with strong connectivity alongside diverse attractions and experiences, while being easy to navigate and explore, has a real advantage, whatever its size,” he said.

Industry leaders said the allocation should deliver measurable economic returns rather than focus solely on visitor numbers.

Nigel Wong, president of the Malaysian Association of Tour and Travel Agents, called for targeted international promotion and market diversification to attract higher-spending visitors who stay longer. He also urged greater support for small and medium-sized tourism operators through digitalisation, AI adoption, product development and skills training.

“The government should prioritise tourism infrastructure, connectivity and destination development, with clear key performance indicators to measure returns on public investment. Every ringgit spent should generate economic benefits that flow down to local communities, businesses and workers,” Wong said.

Sri Ganesh Michiel, president of the Malaysian Tourism Federation and national president of the Malaysia Budget & Business Hotel Association, said grants and promotional opportunities should be accessible to smaller operators. He also called for stronger enforcement against unlicensed short-term rental accommodation and measures to address rising operating costs for licensed tourism businesses.

“Malaysia does not simply need more tourists. We need a stronger, better-regulated and sustainable tourism ecosystem that creates real economic value for the entire industry,” he said.

PATA launches upgraded PATAmPOWER tourism data platform

PATA has introduced an upgraded version of its PATAmPOWER platform, expanding the tourism data tool’s functionality, coverage and user experience for industry stakeholders across Asia-Pacific.

The enhanced platform was unveiled on May 13 during the PATA Annual Summit 2026 in South Korea.

PATAmPOWER consolidates tourism-related datasets, including visitor arrivals, aviation, expenditure and forecast information, into a single dashboard designed to support data-driven planning and decision-making across the travel sector.

The updated version features a redesigned interface, improved dashboard functionality and expanded filtering, visualisation and export capabilities intended to streamline navigation and analysis.

The platform is designed for use by governments, destination management organisations, national tourism organisations, aviation and hospitality companies, as well as researchers and analysts. Available datasets include monthly international visitor arrivals across Asia-Pacific destinations, annual visitor profiles, average visitor expenditure, inbound flight frequencies, seat capacity projections and tourism forecasts by origin market.

PATA said the platform draws on data provided through collaborations with official government tourism authorities and aviation data company OAG, which serves as one of the association’s official data providers.

Access to PATAmPOWER is available through PATA InfoHub accounts, with varying levels of member access depending on membership tier. Selected datasets may also be made available publicly upon request.

“This upgraded version of the PATAmPOWER platform has been redesigned with our users in mind. The platform is now easier to navigate, which naturally leads to more instantaneous access to the insights needed for decision makers,” said Noor Ahmad Hamid, CEO of PATA. “As a trusted tool for our members over the years, we look forward to continuing to support them with an improved experience through this refined edition of PATAmPOWER.”

Sabah to tighten tourism safety standards to boost tourist confidence

SANDAKAN: Sabah is moving to strengthen safety standards across its tourism industry amid growing concerns over unlicensed operators and rising expectations from international travellers, says Datuk Khairul Firdaus Akbar Khan.

The Deputy Human Resources Minister said the Safety Induction for Tourism Industry (Siti) programme would be expanded throughout the state to improve safety awareness and compliance at tourism destinations.

He said international tourists were no longer looking only at attractions, but were also closely assessing safety, cleanliness and environmental conditions before deciding where to travel.

“We know international tourists constantly look at safety aspects. Is safety guaranteed? They also look at cleanliness and pollution levels at tourism centres,” he said at the Youth Employability Empowerment Appreciation Ceremony programme here on Friday (May 15).

“That is why Siti will be expanded to tourism centres across Sabah. We know many tourism centres, especially resorts, do not have the proper licences.

“This is one of the measures for us to better understand why they are unable to meet the standards that have been set,” he added.

Khairul Firdaus also acknowledged that occupational safety and health awareness in Sabah remained relatively low, saying more exposure, workshops and training programmes were needed to improve industry standards.

He said the government, together with the National Institute of Occupational Safety and Health (NIOSH), was working to expand more safety-related programmes and industry exposure across Sabah to strengthen the tourism ecosystem.

Khairul Firdaus said strengthening workplace safety culture was becoming increasingly important as Sabah continued positioning itself as a major eco-tourism destination internationally.

He said globally recognised attractions in Sandakan, such as Sepilok, Kinabatangan, Rainforest Discovery Centre, and Labuk Bay made it crucial for the state to maintain strong tourism safety standards.

The programme also saw 28 students and lecturers from Sandakan Vocation College 2 undergoing tourism safety exposure training aimed at improving industry readiness among local youths.

Meanwhile, the college’s director, Christine Stanislaus Kinsik, described the programme as a valuable advantage for students preparing to enter the tourism industry.

She said students would normally have to obtain the certification on their own and bear the costs themselves, with many from Sandakan also needing to travel to Kota Kinabalu to attend the course.

“This actually gives very good job opportunities to my students in the future.

“We hope programmes like this can continue for youths,” she said, adding that such certification was increasingly important for those entering the tourism sector.

Malaysia raih 'dividen keamanan' sektor pelancongan - Penganalisis

AI training to boost Malaysia’s small inbound operators

The Consortium of Inbound Tourism Alliance (CINTA) is working with industry partners to support small travel companies and product owners in Malaysia through AI-driven tourism training.

The initiative aims to help participants build their own online platforms, complete with booking engines and payment gateways, while leveraging AI tools to manage enquiries more efficiently and facilitate seamless payment processing.

CINTA chairman Uzaidi Udanis stated the six-month training programme, which began recently, is being conducted in collaboration with Asnirez, Viator’s official connectivity partner, and Malaysia Airlines Academy.

He noted that the fully independent traveller (FIT) segment remains a largely untapped market for many local operators.

He said: “When a travel agent receives an overseas enquiry for 40 passengers compared with one for three passengers, who do you think they will prioritise? The time spent preparing quotations is the same, but the profit margins are very different.”

The programme, which includes both physical and online classes, has attracted 600 participants and is designed to equip them with the skills to become digital entrepreneurs, moving beyond the traditional role of service providers. Through innovative training, AI-powered tools and direct access to global marketplaces, participants are guided to develop their own bookable products, build destination brands and position themselves as inbound tourism leaders.

Uzaidi added that the programme aligns closely with the objectives of the Visit Malaysia 2026 campaign, which is focused on driving sustainable growth in arrivals, yield and geographic dispersal. By enhancing the digital and product development capabilities of small tour operators and product owners, the initiative supports national efforts to encourage longer stays and channel visitor spend towards community-based and experience-led tourism offerings across Malaysia.

Uzaidi said: “If we believe the industry can do more than just sell hotels and transport, then this is where the opportunity lies. By creating unique, bookable experiences that place local stories, culture and communities, we can unlock greater value from FIT travel while strengthening Malaysia’s destination appeal.”

He added that growing regional interest signals the programme’s relevance beyond Malaysia. Individual agents from Indonesia, Laos, Vietnam and the Philippines have already expressed interest, and Uzaidi said CINTA is exploring plans to replicate the initiative in other markets.

2026 Budget: Government allocates RM700 million to boost tourism sector

KUALA LUMPUR: The government has allocated more than RM700 million to boost the country's tourism sector under the 2026 Budget.

Prime Minister Datuk Seri Anwar Ibrahim said the bulk of the proposed allocation, or RM500 million, will be utilised for the Visit Malaysia 2026 campaign.

He said RM60 million will be allocated to promote tourism, marketing, and the organisation of cultural events and activities, while RM50 million will be provided to support art and heritage entrepreneurs in generating income, including those involved in crafts, batik, and weaving.

"A total of RM50 million in matching grants will be allocated to encourage international and charter flights to Malaysia.

"Malaysia Airports Holdings Bhd (MAHB) has attracted 10 international airlines to operate in Malaysia, including British Airways, Hong Kong Express, and Jiangxi Air," said Anwar, who is also the finance minister, when tabling the 2026 Budget.

Anwar added that RM25 million from the allocation will be set aside to improve tourism facilities, including the conservation of UNESCO sites such as Gunung Mulu National Park in Sarawak, Lenggong Valley in Perak, and FRIM Forest Park in Selangor, which was newly designated this year.

He said the 2026 Budget will also include measures to strengthen the medical tourism sector.

"A total of RM20 million will be allocated to enhance medical tourism programmes under the Malaysia Healthcare Travel Council (MHTC)," he said.

"We have an ambitious goal which is to attract 47 million visitors and generate RM329 billion in tourism revenue.

"This is a transformation that promises widespread economic benefits for small traders, tourism entrepreneurs, rural communities, craft producers, and the people as a whole," Anwar added.

THIS year’s Tourism Industry Awards is set to celebrate the best in the industry across 90 categories.

“The awards encompass various aspects of tourism such as hotels, tour guides, tourism products, shopping centres and convention centres,” said its organising chairman Datuk Emmy Suraya Hussein.

The second edition of the awards has drawn 150 entries, and some 1,100 local and international tourism players are expected to attend the Aug 9 ceremony at a hotel in Bandar Sunway, Petaling Jaya in Selangor.

“It is also the first time we are collaborating with Tourism Selangor, in conjunction with Visit Selangor Year 2025 (VSY 2025).

“This is a good chance to strengthen our relationship and provide more opportunities for local tourism players, especially those in Selangor,” she said during a press conference.

Emmy Suraya said the award ceremony was also a celebration of resilience, creativity and excellence in tourism.

“As Malaysia continues to elevate its position as a top global travel destination, these awards honour trailblazers who have made significant contributions to the tourism industry,” she said.

The awards are jointly organised by Malaysia International Tourism Development Association (Mitda), Tourism Selangor and a travel magazine.

Also present at the press conference were Mitda president Captain (Rtd) Mahadzir Mansor, Tourism Selangor chief executive officer Chua Yee Ling, Tourism Industry Awards 2025 head juror Datuk Rashidi Hasbullah and Tourism Malaysia senior director (package development division) Azimah Aziz.

Mahadzir said each winner would have the chance to promote their products to both local and international audiences.

“Mitda will provide the winners with slots to promote their tourism packages and products via World Tourism Channel, Mitda’s electronic platform.”

He said the winners’ products would also be promoted in the travel magazine as well as other print media.

“Winners will also be recognised as a ‘Tourism Ambassador of Malaysia’ to help promote the country’s tourism industry,” he added.

Meanwhile, Chua said Selangor government had introduced 20 special award categories to recognise the contributions of tourism players and media professionals across the state.

“Tourism Industry Awards 2025 is more than a celebration.

“It is also a strategic platform to promote VSY 2025 and our signature domestic tourism campaign ‘Selangor Kan Ada’.

“It is also an appreciation for those who have played a role in boosting tourist arrivals and enriching the tourism landscape in Selangor.

“We believe that by acknowledging these efforts, we can inspire more innovation, sustainability and excellence across the industry,” she said.

Chua added that the awards ceremony was also a good avenue for tourism players to gather and exchange opinions to elevate the industry.
