Sabah to tighten tourism safety standards to boost tourist confidence

SANDAKAN: Sabah is moving to strengthen safety standards across its tourism industry amid growing concerns over unlicensed operators and rising expectations from international travellers, says Datuk Khairul Firdaus Akbar Khan.

The Deputy Human Resources Minister said the Safety Induction for Tourism Industry (Siti) programme would be expanded throughout the state to improve safety awareness and compliance at tourism destinations.

He said international tourists were no longer looking only at attractions, but were also closely assessing safety, cleanliness and environmental conditions before deciding where to travel.

“We know international tourists constantly look at safety aspects. Is safety guaranteed? They also look at cleanliness and pollution levels at tourism centres,” he said at the Youth Employability Empowerment Appreciation Ceremony programme here on Friday (May 15).

“That is why Siti will be expanded to tourism centres across Sabah. We know many tourism centres, especially resorts, do not have the proper licences.

“This is one of the measures for us to better understand why they are unable to meet the standards that have been set,” he added.

Khairul Firdaus also acknowledged that occupational safety and health awareness in Sabah remained relatively low, saying more exposure, workshops and training programmes were needed to improve industry standards.

He said the government, together with the National Institute of Occupational Safety and Health (NIOSH), was working to expand more safety-related programmes and industry exposure across Sabah to strengthen the tourism ecosystem.

Khairul Firdaus said strengthening workplace safety culture was becoming increasingly important as Sabah continued positioning itself as a major eco-tourism destination internationally.

He said globally recognised attractions in Sandakan, such as Sepilok, Kinabatangan, Rainforest Discovery Centre, and Labuk Bay made it crucial for the state to maintain strong tourism safety standards.

The programme also saw 28 students and lecturers from Sandakan Vocation College 2 undergoing tourism safety exposure training aimed at improving industry readiness among local youths.

Meanwhile, the college’s director, Christine Stanislaus Kinsik, described the programme as a valuable advantage for students preparing to enter the tourism industry.

She said students would normally have to obtain the certification on their own and bear the costs themselves, with many from Sandakan also needing to travel to Kota Kinabalu to attend the course.

“This actually gives very good job opportunities to my students in the future.

“We hope programmes like this can continue for youths,” she said, adding that such certification was increasingly important for those entering the tourism sector.

AI training to boost Malaysia’s small inbound operators

The Consortium of Inbound Tourism Alliance (CINTA) is working with industry partners to support small travel companies and product owners in Malaysia through AI-driven tourism training.

The initiative aims to help participants build their own online platforms, complete with booking engines and payment gateways, while leveraging AI tools to manage enquiries more efficiently and facilitate seamless payment processing.

CINTA chairman Uzaidi Udanis stated the six-month training programme, which began recently, is being conducted in collaboration with Asnirez, Viator’s official connectivity partner, and Malaysia Airlines Academy.

He noted that the fully independent traveller (FIT) segment remains a largely untapped market for many local operators.

He said: “When a travel agent receives an overseas enquiry for 40 passengers compared with one for three passengers, who do you think they will prioritise? The time spent preparing quotations is the same, but the profit margins are very different.”

The programme, which includes both physical and online classes, has attracted 600 participants and is designed to equip them with the skills to become digital entrepreneurs, moving beyond the traditional role of service providers. Through innovative training, AI-powered tools and direct access to global marketplaces, participants are guided to develop their own bookable products, build destination brands and position themselves as inbound tourism leaders.

Uzaidi added that the programme aligns closely with the objectives of the Visit Malaysia 2026 campaign, which is focused on driving sustainable growth in arrivals, yield and geographic dispersal. By enhancing the digital and product development capabilities of small tour operators and product owners, the initiative supports national efforts to encourage longer stays and channel visitor spend towards community-based and experience-led tourism offerings across Malaysia.

Uzaidi said: “If we believe the industry can do more than just sell hotels and transport, then this is where the opportunity lies. By creating unique, bookable experiences that place local stories, culture and communities, we can unlock greater value from FIT travel while strengthening Malaysia’s destination appeal.”

He added that growing regional interest signals the programme’s relevance beyond Malaysia. Individual agents from Indonesia, Laos, Vietnam and the Philippines have already expressed interest, and Uzaidi said CINTA is exploring plans to replicate the initiative in other markets.

Malaysia rolls out free safety induction for tourism frontline staff

The government is offering free safety and induction training to 10,000 tourism workers nationwide, preparing them to meet health and safety standards as Malaysia manages rising visitor numbers under the Visit Malaysia 2026 (VM2026) campaign.

The training programme, Safety Induction for Tourism Industry (SITI), is provided by the Human Resources Ministry in collaboration with the Tourism, Arts and Culture Ministry and will be delivered through the National Institute of Occupational Safety and Health. A budget of 2.65 million ringgit (US$652,725) has been allocated, and the programme is open to frontline tourism workers, including tour guides, hoteliers, drivers, and caterers.

A New Straits Times report quoted human resources minister Ramanan Ramakrishnan, as having said: “Safety and health cannot be compromised, especially in the service industry. Tourists may have varying expectations when it comes to service, but when it comes to safety, there must be no room for compromise.”

The one-day programme will comprise seven hours of training and serve as a basic induction on requirements under the Occupational Safety and Health Act 2022. Areas that will be covered in the programme includes occupational safety and health laws, hazard identification specific to the tourism sector and risk control.

Upon completion, participants will receive a digital safety passport in the form of an e-card, which includes 24-hour insurance coverage for two years.

Online registration will open on January 25 on the National Institute of Occupational Safety and Health website.

Ramanan shared: “If the response is encouraging, we will review the programme and consider expanding it further.”

Safety first for Mersing tourism industry players

EIGHT tourism industry operators were selected to be part of an Aquatic Competency Rescue Course, to ensure sustainability as well as safety of visitors to Johor’s islands.

The three-day programme was organised by Mersing District Council (MDM) and the United Nations Development Programme (UNDP) Malaysia.

MDM president Mohd Norman Noh said the programme was held as part of the local council’s plan for sustainable tourism. “We wanted to create more competent industry players in all aspects, especially those that involve safety,” he said.

He added that the candidates were taken to Southern Region Civil Defence Training Centre (Pulapas) in Kluang, Johor, to attend the course.

“Those selected are boatmen and chalet and resort operators, as well as island-hopping guides who work on islands off Mersing,” Mohd Norman said when contacted by StarMetro.

He said the candidates were also exposed to water rescue techniques, especially during emergency situations. “This course is important in increasing skills of the human capital and youths in Mersing,” he said, adding that it also stressed the importance of having knowledge about safety.

The candidates were also given practical training on swimming and aquatic rescue as well as cardiopulmonary resuscitation (CPR) and water safety theory, said Mohd Norman.

Mohd Norman said the council had worked together with Reef Check Malaysia (RCM) Mersing in placing a mooring buoy in Pulau Besar. “This is part of our effort to protect and preserve the coral reefs around the island,” he said.

According to RCM Mersing programme manager Nazirul Amin Azmi, six mooring buoys were placed at four islands. Apart from Pulau Besar, the other islands are Pulau Tengah, Pulau Hujung and Pulau Harimau.

“This is one of our annual activities after the monsoon season ends and the islands are open for tourist activities.

“The mooring buoys will be used by boat operators to tie their boats during snorkelling activities instead of dropping anchors, which can damage reefs,” said Nazirul.

Ministry beefs up efforts to revive tourism sector in 2022

KUALA LUMPUR: The Tourism, Art and Culture Ministry will beef up efforts to revive the nation's tourism sector in 2022.

The move will be part of realising the National Tourism Policy 2020-2030, said its minister Datuk Seri Nancy Shukri.

She added that among the efforts to be undertaken by the authorities is to promote hidden tourism gems for both the domestic and international tourists, which holds potential in generating income for the industry players.

Nancy also said her ministry would look into upskilling and reskilling tourism industry players, enabling them to provide the best for their customers.

"Tourism industry players have to start utilising social media platforms in promoting their products and services to attract domestic and international tourists.

"I see many young people have begun doing so, and it has successfully garnered attention to their products, such as crafts and arts. It should be done for tourism too.

"We are aiming to attract more international and domestic tourists to travel around the country in 2022. So, more improvements and upgrades work are set to be in place next year," she said.

Nancy told this to reporters after the launch of the Tower Walk 100 at Menara Kuala Lumpur, here, today.

Present at the launch was Menara Kuala Lumpur chief executive officer Ainol Shaharina Sahar.

The Tower Walk 100 is being held in conjunction with Menara Kuala Lumpur's 25th anniversary.

Nancy said moving forward, the ministry is looking at more collaborations between industry players, state and federal government as well as with private sector players.

She said these collaborations hopefully would lead to creating a tourism investment development zone in each of the states.

"We have to come up with creative ideas for the tourism industry to generate and cover the loss of income burden brought about by the Covid-19 pandemic.

"The discussions for these collaborations have been up and running, and we are encouraging agencies and industry players to create these zones."

Nancy said in 2019, the tourism sector generated RM85 billion in tourism receipts and RM103 billion from domestic tourists alone.

"As of yesterday (Dec 13), I was informed that there have been more than 600 foreign tourists that had entered our country for tourism activities.

"The figures might not be a good one, but it is still a good start for our industry.

"This shows that our local tourism is more than able to generate our country's income and from this, we are pushing for more improvements for the industry, in the coming years, in line with the National Tourism Policy," she said.

Nancy also encouraged tourism players to come up with more tourist-attractive products such as the Tower Walk 100 activities.

The Tower Walk 100 is the latest attraction available at level TO2 in Menara Kuala Lumpur, where members of the public will get the chance to walk on a glass platform placed outside the tower while enjoying a 360 degrees view.

The activity, which comes with high safety standards and equipment, has been open to the public since Nov 27 this year.

Members of the public who want to feel the adventure will be hooked to a harness during the 30-minute walkabout around the tower.

Tickets for adult MyKad holders are sold at RM35, while it is RM25 for MyKid. Parents will have to ensure their kids are above four feet tall to enter.

Currently, Menara Kuala Lumpur is having a Year-End Sale where one adult ticket will come with two free kid's tickets. The promotions are available until Dec 31.

MTC taps UNITAR to upskill tourism, hospitality workers

Malaysia Tourism Council (MTC) has signed an MoU with UNITAR International University (UNITAR) to upskill and reskill tourism and hospitality workers who have been retrenched during the pandemic to prepare them for new job opportunities once international borders reopen.

“Investment in skills upgrading and training during this downtime is critical, as we seek to enable the industry to emerge stronger and transformed in the new normal,” MTC president Uzaidi Udanis said during the online MoU signing ceremony between MTC and UNITAR.

“The travel industry in the new normal is going to be very different from what it was. Travellers will do their research and buy their travel direct, bypassing the travel agent. To stay relevant, we must change according to the needs of the market. Travel agents have to be abreast with the latest digital technology, including AI and database management.

“With this collaboration between MTC and UNITAR, workers in tourism and hospitality businesses would be able to pick up new skills and capabilities to meet future challenges.”

MTC organising chairman and deputy president, K Thangavelu, said the MoU agreement is important to MTC for three reasons. “It demonstrates our strong support for UNITAR’s efforts to expand and strengthen its tourism faculty, it harnesses our people’s capabilities to create and apply innovative reskilling and upskilling solutions, and it is an important part of our continuing contribution to industry and community development in Malaysia.”

Sahol Hamid Abu Bakar, vice chancellor of UNITAR, shared that the university is working with MTC and its key players to push Malaysia’s economic recovery plan for the tourism industry by offering hospitality-related courses to upskill employees and agency owners under MTC.

UNITAR is the first, and currently, only university to collaborate with MTC to offer a fully online learning environment for hospitality and tourism education. The Hospitality and Tourism Department at UNITAR will offer Diploma in Tourism Management, Diploma in Hotel Management, Bachelor of Hospitality Management, and Masters in Hospitality Management.

PATA plans free learning festival to connect travel trade players

A four-week virtual festival that promises to unify the travel trade through free learning and networking opportunities will be held by PATA from June 22 to July 17, 2020.

Dream to Travel will not be “just another virtual event”, remarked PATA CEO Mario Hardy.

Besides interaction with experts and peers, the festival will also provide a platform for industry players to introduce and browse regional and global travel products, and network in fun and innovative ways such as virtual hangouts, he elaborated.

PATA envisioned that the festival will spur the “industry to come together and work towards a more responsible and stronger travel and tourism industry”, Hardy said.

Dream to Travel will feature three key elements, the first being the Dream to Travel forums, where speakers from public and private tourism organisations share latest insights on the industry.

Meanwhile, the Digital Showroom and Community Hub element will provide a platform for tourism players worldwide to interact, and exhibit and browse travel products. Festival recordings and links will be made available.

The third element, Live Experiences, Virtual Hangouts and Giveaways, will challenge players to consider how meet-ups and cultural exchanges can be reworked in a time of safe distancing, where technology is more pertinent than ever.

Games and activities will be incorporated into the festival calendar.

PATA has partnered the Macao Government Tourism Office (MGTO), the Tourism Authority of Thailand (TAT) and Tourism Malaysia, to feature the respective destinations during the festival. Each will be highlighted for a week.

A fourth partner destination will be announced at a later date.

Interested industry players can register for an Attendee Pass with PATA, and download the event app to receive further updates. A free webinar will be conducted on June 9, 15.00 ICT to provide more details on the Dream to Travel festival.

Malaysian tourism players urged to focus on domestic travel, events for recovery

Minister Nancy Shukri is seeking funding for online training courses for tourism frontliners

The Tourism, Arts and Culture Ministry is looking at ways of strengthening domestic tourism and restoring the travel confidence of locals, once it is safe to do so.

Speaking at a recent webinar organised by the Malaysian Association of Tour and Travel Agents (MATTA), entitled Protecting the Tourism Workforce, minister Nancy Shukri said domestic tourism will help to spur the local tourism industry which has been badly hit by the Covid-19 pandemic.

Nancy called on inbound tour operators to create innovative programmes in rural areas as well as areas that have been neglected by tourism stakeholders, while the ministry will help with promotions.

She added: “We are also looking at providing online training to further enhance the skills and quality of services for tourism frontliners.”

For this purpose, the ministry has proposed to the Economic Action Council for limited training allowances to run online training courses.

Nancy urged inbound tour operators to make use of the ministry’s grants for domestic marketing and promotions of domestic business events for 2020.

Taylor’s Uni gets UN nod

https://university.taylors.edu.my

THE United Nations World Tourism Organisation (UNWTO) has awarded the TedQual certification to Taylor’s University, making it the only institution in Malaysia to receive the highest accreditation for excellence by the UN.

The university was recognised for its Hospitality, Tourism and Leisure Management academic programmes and research, joining 52 other universities around the world, such as George Washington University in the United States, Hong Kong Polytechnic University and the University of Queensland in Australia.

The UNWTO is the UN agency responsible for the promotion of responsible, sustainable and universally accessible tourism.

The TedQual Certification System aims to encourage the improvement of the quality of tourism education, training and research programmes at worldwide level.

It comprises a series of evaluation criteria, that aims to measure the effectiveness of a university’s tourism education, training and research programmes, as well as to what extent it covers the needs of the tourism sector, civil society and the students.

Taylor’s University vice-chancellor and president Prof Michael Driscoll said this comes a couple of months after it was ranked 21st by QS World University Rankings by Subject for Hospitality and Leisure Management.

“This speaks volume of our distinctive strengths in outstanding teaching quality, significant impactful research conducted by our academicians, and the quality of graduates we produce.

“I would like to congratulate my colleagues in the Faculty of Hospitality, Food and Leisure Management for this milestone,” he said.

Prof Driscoll said he looked forward to more achievements by the faculties and the university as it works towards becoming one of the top universities in Asia by 2022.
