Making Malaysia the top destination

BBKLCC World Fiesta Parade. photo: PelanconganKini

For the Ministry of Tourism and Culture (MOTAC), collaborations forged between the ministry, other government agencies and the private sector have created a seamless and effective working network to implement ideas and share expertise, particularly in the implementation of the Tourism National Key Economic Area (Tourism NKEA).

Under the Tourism NKEA, the tourism industry has targeted to rake in RM168 billion in  receipts and 36 million tourists by 2020 in order to secure Malaysia's position as a leading tourist destination. In 2012, the receipts were about RM60 billion.
Taking the lead on this NKEA, MOTAC has been tasked to oversee the implementation of 12 Entry Point Projects (EPPs) that will  land Malaysia on the world's stage as a preferred, top-of-mind tourist destination.
MOTAC secretary-general Datuk Dr Ong Hong Peng says his ministry's key performance indicators (KPIs) and that of the Economic Transformation Programme's (ETP) are very much aligned as both parties have common visions.
"Our focus in terms of organisational structure, priorities and resources management are aligned, so we are able to focus on our strategies and maximise  resources to meet our targets. That could be a reason for this seamless relationship.
"In addition, we have project managers, leaders and capable individuals heading our projects at the steering committee levels. We also work with the private sector to create a positive environment for a public-private partnership. This is important as most of our investment-based projects are dependent on private intervention.
"With a good working relationship between agencies and private sector, we are very much progressive in all aspects," says Ong.
Shopping, themed as Affordable Luxury, is one the key areas that gets most of the attention and has recorded tremendous improvement.
Three out of the 12 EPPs are connected closely to the development of the shopping scene in the country, namely the positioning of the country as a duty-free shopping destination; the designation of Bukit Bintang-KLCC area as a vibrant shopping precinct; and the establishment of premium outlets.
"One of the best examples that demonstrate our collaborative network is the establishment of the Bukit-Bintang-KLCC Tourism Association.
"In the beginning, all representatives in the association committee were from the government. But today, we have got the buy-in from the private sector as well. The committee members now are from both private and public sectors, including  the malls within the golden triangle," says Ong, adding that association is now active in organising events, activities and programmes that correlate with the ministry's goals and targets.
"Ideally, this is what we are trying to achieve with all our EPPs. "For instance for cruise tourism, we have set up the Malaysian Cruise Council (MCC) that will make policy recommendations and facilitate regional cooperation to grow cruise tourism.
"It involves both public and private sector members from the industry, such as representatives from the major ports," says Ong, adding that the government should only act as facilitators in all these committees and the KPIs of all parties will be incorporated when programmes are drafted and implemented.
He adds that one of the biggest challenges faced in streamlining the agencies and private sector is to get their buy-ins.
"We have to get all parties to see how each goal benefits them and then once they come on board, we need to get them take ownership of the goals  and work together. It's convincing them that we are working towards a common objective that's hard, but once we get their commitment, it becomes much easier."
Tourism NKEA has five themes that incorporate 10 EPPs. Apart from Affordable Luxury (shopping), there's Nature Adventure (Malaysia as global biodiversity hub), Business Tourism (Malaysia as leading business tourism destination), Family Fun (Integrated resorts and cruise tourism) and Events, Entertainment, Spa and Sports (dedicated entertainment zones, international events, spa and golf tourism).
It also focuses on Enhancing Connectivity and Improving rates, mix and quality of hotels as the 11th and 12th EPP. The ministry has also taken  progressive measures and initiatives to include innovative approaches in marketing  events and products.
These include the creation of  mobile applications for homestay and the Malaysia Trip Planner, dedicated websites for Visit Malaysia Year 2014 and MOTAC,  as well as Twitter, Facebook, Instagram and YouTube sites to promote various tourism products and programmes.
On Visit Malaysia Year (VMY) 2014, Ong says there is always a surge in tourist arrivals and tourism receipts during every VMY, and the ministry will do what it can to accelerate the implementation of the EPPs that will help the ministry meet its target.
This year, in conjunction with VMY 2014, the ministry targets an arrival of 28 million tourists and receipts worth RM76 billion.

Initiatives to further improve KL as shopping paradise

photo: Cuti-cuti 1Malaysia facebook

KUALA LUMPUR: Improving public transportation and “shoppers’ experience” here will be a priority as the Government attempts to outdo three other cities named as premier shopping destinations.

Tourism Minister Datuk Seri Dr Ng Yen Yen, who said this, added that Kuala Lumpur had done well to be placed fourth in CNN’s “World’s 10 best shopping cities” survey. She said the consensus was that Kuala Lumpur could do better if certain short-comings were addressed.
“According to CNN’s survey, KL was very strong in terms of providing a variety of brands to shoppers at good prices. In fact, we scored 10 out of 10 in terms of value. “We were the only city in the top 10 to achieve that score,” Dr Ng told a press conference here.
Kuala Lumpur achieved a total score of 30 out of a maximum 40 in CNN’s list which was evaluated according to four categories – getting around, value, variety and shoppers’ experience. The top three cities in the global news network’s survey were New York, Tokyo and London.
She said among the Government’s initiatives to improve connectivity in the city’s shopping districts was constructing air-conditioned pedestrian walkways that linked malls. “We are building more walkways to add to the existing ones to extend the connectivity radius,” said Dr Ng, adding that the city’s notorious taxi service was also being given “extra attention”.
On improving shopper’s experience, Dr Ng said she wanted to see the local performing arts scene improved or better promoted to compete with the other cities. “New York has Broadway, but we do not have much to offer in this field,’’ said Dr Ng, who later launched the Bukit Bintang-KLCC (BBKLCC) year-end celebrations at Suria KLCC shopping mall.

KUALA LUMPUR: Suria KLCC is already alight with Christmas decorations, but a peculiar light display on the Esplanade deck caught everyone's eye.
It was performance artist Choong Yun Chean who was dressed in a black outfit laced with 300 tiny LED lights “It took me a week to make this LED suit which cost RM2,500,” said Choong, 16, who was there to promote the upcoming BBKLCC year-end celebrations.
“I never knew standing still can be a talent!” said the SMK Bandar Baru Seri Petaling student, adding that he could do so for up to three hours. Choong's flashy LED performance offered a preview of what's in store for the upcoming BBKLCC Tourism Association inaugural year-end celebration.
Themed “Celebration of the Best at BBKLCC”, the shopping district will be transformed into a festive hub across its nine member malls. BBKLCC Tourism Association chairman Joyce Yap said the festivities which starts on Monday is being held in conjunction with the ongoing 1Malaysia Year End Sale.
“It is also to celebrate Kuala Lumpur being ranked the second best shopping destination in Asia Pacific in the Global Shoppers Index,” she said. Yap said the launch would take place at Ramlee Mall, Suria KLCC at 8pm on Monday.
“Guests will be treated to a spectacular line-up of entertainers like Shila Amzah, One Nation Emcees, Wakaka Breakdancers, beatboxer Shaun Lee and others,” said Yap, adding that Tourism Minister Datuk Seri Dr Ng Yen Yen is set to grace the event as well.
Datuk Seri Najib Tun Razak also tweeted that CNN has voted KL the 4th Best Shopping City in the world. “Another impressive achievement,” said the Prime Minister yesterday. For more information, visit www.bbklccmalaysia.com/.

CONTRIBUTION OF SHOPPING SECTOR IN MALAYSIA:
Shopping is a lucrative sector of Malaysia’s tourism industry. It holds the second biggest share of tourist expenditure after accommodation.

Last year, tourists spent RM17.5 billion on shopping which constituted 30 percent of the total receipts of RM58.3 billion. It recorded a growth of 8 percent against the figure in 2010 (RM16.2 billion). In 2000, when the first Malaysia Mega Sale Carnival was organised, shopping only constituted 23.1% of total tourist expenditures.

BBKLCC Tourism Association
The Bukit Bintang – Kuala Lumpur City Centre (KLCC) area has been upgraded and designated as Malaysia’s premier shopping precinct.
The BB-KLCC Tourism Association was set up in September 2011 to coordinate the marketing and promotional activities, as well as the development of the precinct into a major tourist shopping destination.

The BBKLCC Tourism Association comprises malls such as Berjaya Times Square, Fahrenheit 88, Lot 10, Pavilion KL, Plaza Low Yat, Starhill Gallery, Sungei Wang Plaza, Suria KLCC and BB Plaza as well as 26 hotels, offices and retailers as members.

A key objective of the association is to establish Malaysia as a world shopping paradise, particularly the BBKLCC area, through concerted efforts of participating malls, hotels, retailers and F&B operators. Its strategy to achieve this is by organising top quality events and attractions, as well as by addressing the infrastructure and facility enhancements in the area with authorities.

Some of the headway that have been made in recent months include the completion of an elevated and air-conditioned pedestrian bridge spanning a length of 537 metres connecting the KLCC region to the Bukit Bintang region. Along with two other pedestrian connections within the area, there is a total of 1,350 metres of covered walkways for public use and convenience.

Global Shopper Index
Kuala Lumpur has been ranked the second best shopping destination in Asia Pacific – as reported by the latest Globe Shopper Index, cementing its position as a shopping paradise.
The report stated that Kuala Lumpur’s specific strength is its ability to combine low prices with a good range of products in a large number of stores. It also took note of the Government's mammoth investments in developing KLCC and Bukit Bintang as a “premier shopping precinct in Malaysia”.

Twenty five cities in the region were assessed under five categories in the Globe Shopper Index which was created by the Economist Intelligence Unit, commissioned by Switzerland-based shopping tourism company Global Blue.

Duty-Free Shopping Destination
Positioning Malaysia as a duty-free shopping destination for tourist goods is one of the three Entry Point Projects (EPPs) undertaken to increase shopping receipts to 35 percent by 2020, under the Malaysia Tourism Transformation Plan (MTTP).
Imported goods that are not subject to custom duty at all are readily available all over the country and not limited to duty-free zones. Aside from 5 categories of products – cars, glasswares, cigarettes, alcohol and chocolates - all other products are tax exempted in Malaysia.

Shoppers can look forward to more varieties of imported goods and at better prices. This move is part of the Malaysian Government’s efforts to enhance the country’s position as a destination for duty-free shopping. Through this effort, Malaysia hopes to attract a wider range of principal brands to invest in the country. It also facilitates lower and more competitive pricing of imported merchandise, giving Malaysian retailers a competitive edge over retailers in other countries.

PETALING JAYA: Kuala Lumpur is the second best shopping city in Asia Pacific, according to the latest Globe Shopper Index, cementing its position as a shopping paradise. Twenty-five cities in the region were assessed under five categories shops; culture and climate; hotels and transport; affordability; and convenience.

Shanghai was third with a 63.1 score with Beijing placed fourth at 60.7. Singapore (60.2) and Bangkok (57.1) were ranked fifth and seventh respectively. The other big cities ranked included Sydney (58.4), Tokyo (56.4) and Seoul (54.8).

The report predicted that Kuala Lumpur had the potential to perform better in future indexes due to the Government's efforts to promote retail tourism. It also took note of the Government's mammoth investments in developing KLCC and Bukit Bintang as a “premier shopping precinct in Malaysia”.
Bukit Bintang-KLCC Tourism Association chairman Joyce Yap welcomed the report, saying the Government's decision to make shopping a focus in the Economic Transformation Plan was a key factor.

Lights to add spark to Golden Triangle

The lights will be switched on tonight from the Pavilion Kuala Lumpur. Pic by Muhd Asyraf Sawal

Kuala Lumpur’s Golden Triangle will get another shot in the arm as the nation’s premier tourist destination when decorative streets lights are switched on tonight during its launch.
The lights around the mall belt is expected to be switched on at Pavilion Kuala Lumpur. The lights will be switched on at an arch near the mall’s Hermès outlet with the “BBKLCC” tag to denote the re branded Bukit Bintang-KLCC shopping hub. Another arch bearing the same tag at Suria KLCC’s Ramlee mall will be switched on at the same time.
More decorative lights along the 1.5km "spine" stretching between KLCC and Pavilion's walkways and near other malls in the area will also be switched on simultaneously. The lights that adorn arches, poles, trees and sidewalks include tree-shaped and chandelier-shaped lights. The lights also come in a variety of effects such as glowing fairy lights, cascading tear drops, chasing lights, festoons and meteor lights.

The BBKLCC Tourism Association's organising head for the illumination project K.K Lim said Tourism Minister Datuk Dr Ng Yen Yen would  attend the ceremony. "The government has pumped in RM5 million for various projects carried out by the Bukit Bintang-KLCC (BBKLCC) Tourism Association to promote the area as an international shopping hub. "Of that, about RM2 million has been allocated for the project this year with RM1.3 million spent on this initial phase," he said, adding that RM700,000 would be spent during Christmas and Deepavali.

Association committee member Kung Suan Ai said the decorative lights would cover the five popular tourist hotspots in the Golden Triangle. "We have some lighting fixtures up and we hope to enhance them as time goes by,"  said Kung. She said   the key spots for the lights include stretches of Jalan Raja Chulan to Jalan Bukit Bintang, Jalan Bukit Bintang to Jalan Pudu, Jalan Sultan Ismail, Jalan Imbi to the Jalan Pudu monorail station, and from Jalan Ampang to Jalan Pinang.

Kung said the lights was to get the newly branded BBKLCC shopping hub into the same league as Orchard Road in Singapore. It also hopes to emulate Orchard Road in the upcoming Deepavali and Christmas festivities by decorating the entire hub with large scale thematic decorations on its streets.

The newly formed BBKLCC tourism association was entrusted by the government to brand and bring the shopping hub on par with international shopping districts besides putting Malaysia on the map as a shopping paradise.

The association's strategy includes putting together world class attractions and events besides working with the authorities to enhance the infrastructure and facilities in the area.

There are plans, among others, to build covered pedestrian walkways  linking Berjaya Times Square to Lot 10 and connecting  Lot 10 to Pavilion KL. There are also plans to improve public transport, enhance security and create a calendar of events to promote Malaysia to the world. The association's members are made up of  representatives of the shopping and hotel industries with the Tourism Ministry and the Performance Management and Delivery Unit (Pemandu) as advisers to the association.

Among the members are  Bukit Bintang Plaza, Berjaya Times Square, Fahrenheit88, Federal Hotel KL, Lot 10, Piccolo Mondo, Plaza Low Yat, Pavilion Kuala Lumpur, Sungei Wang Plaza, Suria KLCC and Starhill Gallery.
