7mil visitors target for Visit Kedah 2025

ALOR STAR: The state government has raised the target for visitor arrivals in conjunction with Visit Kedah 2025 (VK2025) to seven million, compared to the initial target of 6.5 million visitors.

State Tourism, Culture, and Entrepreneurship Committee chairman Datuk Mohd Salleh Saidin said the new target is made possible by the RM5.81 million allocation under the Kedah Budget 2025.

"The allocation not only reflects trust but also high expectations to ensure that the tourism sector in Kedah becomes truly viable and that VK2025 is a resounding success.

"This funding will be utilised as effectively as possible, guided by principles of efficient governance, sound management, and a clear vision and mission," he said in his winding-up speech for the Kedah 2025 Budget at the state legislative assembly today.

The Perikatan Nasional Kubang Rotan assemblyman expressed his appreciation to Menteri Besar Datuk Seri Muhammad Sanusi Md Nor for the allocation.

Salleh said the allocation would be used to cover tourism promotion expenses, 'pocket event' programmes, and the repair and maintenance of tourism facilities.

He said numerous programmes have been planned, including 100 district-level tourism events for next year.

Among them are national and international activities such as the Kedah Lion Dance Festival, the International River Sports Carnival, the Kedah Mango Festival, the Pedu Festival, the Kedah Padi Straw Carnival, and the Experience Kedah Floria Citrawarna.

"We are also planning to organise the International Islamic Festival 2025, the Kedah MyKampung programme involving international students, the Kedah Traditional Food Festival, 'Jom Beraya di Kedah', and many more," he said.

Salleh also announced that the state government will welcome Batik Air's inaugural Kuala Lumpur–Alor Star flight on 5 December. "This will certainly help boost visitors' arrivals in the state. I am also working to establish a new Alor Star–Kota Bharu flight route. If successful, I am confident it will significantly enhance our efforts to invigorate the tourism sector in the state," he said.

South-east Asian airlines to gain stopover rights in 2025

South-east Asian airline operators can offer stopovers within ASEAN member states starting next year; photo by umitc

Airline operators from South-east Asia will be able to offer stopovers within ASEAN member states starting next year, once all 10 ASEAN countries sign Protocol 5 on Own Stopover Rights between Points within the Territory of Other ASEAN member states.

Malaysia’s transport minister Anthony Loke revealed on November 22 that South-east Asia based airlines are allowed to make stopovers at ASEAN member state airports before heading to another point in the region.

In his explanation to The Star, Loke said: “If an airline flies from Kuala Lumpur to Singapore, that same flight can (then continue) on to Bali, Indonesia. From there, (it) can also proceed to other airports within ASEAN member states.'”

He added that the move would further boost regional air connectivity and benefit airlines. At the same time, it will enhance operational flexibility for carriers, promote tourism, and enhance trade by providing more seamless and convenient air travel options across the region.

To date, all ASEAN member states have signed Protocol 5 except for Myanmar and Indonesia.

The signing of Protocol 5 was held in conjunction with the 30th ASEAN Transport Ministers and 58th Senior Transport Officials Meetings held in Kuala Lumpur from November 18 to 22.

These meetings brought together South-east Asian transport leaders, policymakers, and industry experts to engage in high-level discussions on advancing both regional and global connectivity, as well as fostering economic prosperity.

Loke also shared that the ASEAN-New Zealand Air Services Agreement and its Protocol 1, resulting from the meeting, marked an important step in strengthening aviation relations between South-east Asia and New Zealand.

Under the agreement, the airlines designated by ASEAN member states and New Zealand will have greater opportunities to operate passenger and/or cargo services between and beyond South-east Asia and New Zealand.

The airlines will be able to operate such services with unlimited third and fourth freedom traffic rights, as specified in Protocol 1 of the ASEAN-New Zealand Air Services Agreement, which will lead to increased direct connections and the expansion of air transport services between the respective ASEAN member states and New Zealand.

Malaysia to regulate tour vehicles, short-term accommodations ahead of VM2026

KUALA LUMPUR: Tour vehicles must hold a valid Tour Operating Business and Travel Agency Business (Tobtab) licence, one of four key criteria for obtaining a tourism vehicle licence.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said tourism vehicles must also be equipped with a global positioning system (GPS) and comply with a maximum vehicle age limit of 15 years.

He said tourism operators must undergo training under the Industrial Code of Practice for Safety.

"These requirements are designed to ensure that operators comply with legal standards while prioritising passenger safety," he said in a statement after chairing the Cabinet Committee on Tourism and Culture meeting at the Parliament complex today.

Zahid said the Tourism, Arts and Culture Ministry, in collaboration with the Transport Ministry, has discussed the operation of tour buses, including procedures for handling road accidents involving foreign nationals.

"The discussions also addressed the coordination of communication plans and the establishment of standard operating procedures to ensure such situations are handled efficiently and effectively.

"The Transport Ministry, through the Land Public Transport Agency, will regulate the licensing of tourism vehicles based on the four main criteria mentioned above."

Meanwhile, Zahid said a new set of guidelines for regulating short-term rental accommodation (STRA) in Malaysia will be presented to the cabinet.

"The guidelines aim to provide a comprehensive framework for managing STRA activities, ensuring compliance with current legislation, simplifying the licensing process and addressing community concerns such as noise, parking shortages, improper waste disposal and misuse of shared facilities."

He said STRA, which offers an affordable accommodation alternative, is expected to be a key driver in the growth of the tourism sector, with the projected arrival of 35.6 million tourists by 2026. "The operation of STRA will require property owners to register and obtain an operating licence from the local authorities.

"Additionally, a digital platform specifically for managing STRA has been proposed to enhance Malaysia's competitiveness in the tourism sector." He said the initiative is aimed at ensuring community well-being, public safety, and sustainable economic growth.

In another development, Zahid said the recreational vehicle (RV) park planning guidelines have been developed to strengthen the tourism sector through strategic planning and integrated regulation.

"The guidelines outline a comprehensive framework for planning, including site requirements, operational management, and approval processes for developing RV parks. "Pilot project locations are proposed in Rompin, Pahang; and Sepang, Selangor."

Zahid said the initiative leverages technology through the Malaysia Campsite and Recreational Vehicle Park platform, which enhances transparency, ensures compliance with standards, and facilitates the management of recreational vehicle parks. "This project supports the sustainable tourism agenda and boosts the local economy."

He said close collaboration between ministries and agencies is crucial for creating a conducive ecosystem for the rapid and competitive growth of the tourism industry.

Such cooperation, he said, would allow for the immediate resolution of issues and help avoid confusion regarding jurisdiction, regulations, and enforcement, especially in ensuring the success of the Visit Malaysia 2026 campaign.

Explore Sabah campaign launches at World Travel Market in London

KOTA KINABALU: The 'Explore Sabah' campaign, aimed at highlighting the state's unique attractions, was launched at the World Travel Market (WTM) in London, United Kingdom, on Tuesday (Nov 5).

The initiative, which will feature Sabah’s 10 unique wonders including Unesco heritage sites, five highest peaks, rich biodiversity and wildlife encounters, was launched by Sabah Tourism, Culture and Environment Minister Datuk Seri Christina Liew at the Sabah Pavilion during the first day of the WTM.

Liew, who led the Sabah delegation over the four-day business-to-business exhibition, stressed that Explore Sabah is a strategic initiative to enhance the state’s appeal as a favourite destination, particularly in anticipation of Visit Malaysia 2026.

In a statement released here, she said participating in the WTM will amplify reach in the UK and beyond, and is part of the journey to connect with global partners.

Liew further shared good news of growth in the state tourism sector, where an increase of 25.7% for the first eight months of this year was recorded in total tourism arrivals (2,094,202), from 1,665,951 arrivals in the corresponding period last year.

"International arrivals surged by 64.5%, totalling 867,231 visitors, bringing tourism back to 87% of pre-pandemic levels.

"Currently, Sabah is connected to 19 international destinations, with plans for further connectivity," Liew added, reiterating confidence in reaching the target of three million visitors by year-end.

On the WTM, this year, the Sabah Tourism Board (STB) is the agency leading Sabah's participation, where the Board is showcasing 13 local agents in the pavilion.

Throughout the exhibition, the Sabah Pavilion is featuring presentations by Sabah's cultural ambassadors; Stanley Missun from the Sabah Tamparuli Bamboo Music Orchestra, Unduk Ngadau (Harvest beauty pageant queen) Hyellene Danius, and renowned long flute player Payuki, all showcasing the state's rich cultural heritage.

During the event, Liew also announced a national campaign collaboration between STB and Intrepid UK to further enhance Sabah's international profile, where a Memorandum of Collaboration signing took place.

Also present were Liew’s Assistant Minister cum STB chairman Datuk Joniston Bangkuai, the Ministry’s Permanent Secretary Datuk Josie Lai, Malaysian High Commissioner to the UK Datuk Zakri Jaafar, and STB chief executive officer Julinus Jeffery Jimit.

Prior to the WTM event, Liew on Monday (Nov 4) hosted a networking session with the UK industry trade and media partners as well as the Sabah private sector, as part of Sabah’s commitment to maintaining strong marketing relationships with its stakeholders.
