Government to look into tightening border controls

SHAH ALAM: The government will scrutinise its decision whether to tighten border controls, including on the entry of foreign tourists under the tourism bubble.

Health Minister Khairy Jamaluddin said several preventive measures and solutions are being considered, following concerns over the spread of the new Covid-19 variant; Omicron.

He stressed that the government will also refine the current standard operating procedures (SOP), especially with quarantine guidelines involving tourists from high-risk countries.

I will discuss the matter with DG (Health director-general Tan Sri Dr Noor Hisham Abdullah). There are several options for us to consider including tightening national border controls.

"So far, there is no decision yet. Let us discuss first, and not only on the tourism bubble in Langkawi, but also the quarantine procedures.

"We have to scrutinise quarantine procedures, whether in hotels or at homes, especially involving countries categorised as high risk," he told a press conference after the National Institute of Health (NIH)-Health Ministry Covid-19 Frontliners Appreciation Ceremony here today.

Present were Dr Noor Hisham and deputy health director-general (Research and Technical Support) Datuk Dr Hishamshah Mohd Ibrahim.

Khairy said negotiations on Vaccinated Travel Lane (VTLs) with several countries such as Thailand, Brunei and Indonesia would continue.

"But, it will include the implementation of appropriate preventive measures due to the risk of transmission of other variants."

Asked whether a Movement Control Order (MCO) would be implemented, should Omicron being detected in Malaysia, he said; "It is too early to mention about MCO. The people will be angry because there are many things that we do not know yet."

Singapore-Malaysia land VTL to launch on November 29

Singapore and Malaysia will launch a land vaccinated travel lane (VTL) across the Causeway from next Monday (November 29).

The land VTL will be rolled out “in a safe and calibrated manner”, said Singapore’s Prime Minister’s Office (PMO) on Wednesday.

In the first phase, travellers will have to use designated VTL buses. The scheme will be open to citizens, permanent residents or long-term pass holders of the country that they are entering. This is to give priority for those who have been working in either country to visit their families, said PMO.

Singapore prime minister, Lee Hsien Loong, said: “Malaysia is Singapore’s closest neighbour and the two countries share deep and warm relations. The Causeway was one of the busiest land borders in the world before the Covid-19 pandemic disrupted our cross-border activities. The launch of the VTL (Land) is a big step towards reconnecting our people and economies, and will further enhance our bilateral relationship.”

PMO said that the land VTL will be progressively expanded to include more travellers, including general travellers, depending on the public health situation in both countries. Singapore and Malaysia will also work towards restoring quarantine-free travel between the two countries through Tuas Second Link.

This latest development follows the announcement of the VTL between Changi Airport and Kuala Lumpur International Airport, also to launch on November 29.

Sabah to woo international tourists at Dubai Expo

KOTA KINABALU: Sabah Tourism Board hopes to build a network and capture the interest of international travellers following its participation in the Expo 2020 Dubai next month.

Sabah Tourism, Culture and Environment Minister Datuk Jafry Ariffin said the focus would be the Middle East and emerging markets such as India and Turkey.

"The Expo 2020 Dubai is an excellent avenue for Sabah to market our destination globally. It is said to be among the first major global business events to open for visitors to be present physically, since the pandemic.

"As our country moves forward, my ministry has started our aggressive recovery efforts in preparation to welcome back international visitors while we anticipate our international border to reopen for leisure visitors.

"Sabah Tourism Board attended and participated in a major tourism event, the World Travel Market at London earlier this month. This is our effort to restore the confidence of our UK and Europe market segment. I am determined that the Expo 2020 Dubai will further amplify our global marketing efforts," he said in a statement.

Malaysia's participation in Expo 2020 Dubai is spearheaded by the Science, Technology and Innovation Ministry with the Malaysian Green Technology and Climate Change Corporation as an implementing agency.

Sabah Tourism Board and the state Economic Planning Unit will be the lead agencies representing the state government at the expo between Dec 20 until 24.

PM: Promotion of traditional games and 'sukan rakyat' must not be forgotten

BERA: Traditional games and "sukan rakyat" (people sports) need to be consistently promoted to ensure they remain relevant, said Prime Minister Datuk Seri Ismail Sabri Yaakob.

He said games and sports have the potential to emerge as tourist attractions in certain locations and should be preserved as a cultural heritage.

"The young appear to forget traditional games and people sports which were once played extensively at certain places. Providing financial assistance and proper facilities will make it easier for Motac (Ministry of Tourism, Arts and Culture) to promote these activities.

"The efforts include organising more programmes at district-levels and this should not only involve the official events organised by the ministry. Instead, the local authorities at district levels should promote it as a weekly event," he told reporters during a press conference after opening the Keluarga Malaysia Hogoh Bera 2021 community programme at Felda Kumai in Triang near here today.

On the budget to organise such programmes, Ismail Sabri said he had asked Motac to discuss with the Finance Minister (Tengku Datuk Seri Zafrul Tengku Abdul Aziz) on the expenditures needed to organise such activities.

Meanwhile, Ismail Sabri, who is the Bera member of parliament, said traditional games and people sports can be promoted extensively by ensuring proper or systematic planning.

"Once the activities (traditional games and people sports) are regularly held at a fixed location then it will be able to attract more visitors including domestic tourists. For example, traditional games like galah panjang can be held at a specific site during weekends.

"Besides the games and sports, cultural performance have to be regularly organised so visitors will be able to learn about local cultures. For example in Bera, the Sewang dance (traditional Orang Asli dance) can be organised every week at Laman Kerayong so visitors who want to learn more about the Orang Asli culture can go there," he said, adding cultural organisations can participate by organising the shows.

He said actively promoting traditional games and people sports will serve as a crowd puller at a certain location which will help boost tourism activities.

On the two-day Keluarga Malaysia Hogoh Bera 2021 community programme here. Ismail Sabri said besides promoting the popular cultural performance, games and people sports, the event also helped to promote top tourist destinations here including Tasik Bera.

In his speech earlier, he said homestay operators can organise cultural performances when visitors book to stay at their respective premises.

"There must be added-value and this has to be done consistently. Besides promoting local food, operators can also organise cultural shows or traditional games..... I am sure it will serve as an attraction," he said

Also present were Tourism, Arts and Culture Minister Datuk Seri Nancy Shukri and Pahang Menteri Besar Datuk Seri Wan Rosdy Wan Ismail.

Domestic remains main focus in Malaysia’s tourism recovery

Langkawi reopened its borders to foreigners on Monday under pilot project; Langkawi Sky Bridge pictured

Malaysia’s tourism recovery has been primarily driven by domestic leisure travel, and while the country is taking gradual steps to reopen its international border, major industry players say the domestic market will continue to be a linchpin in the road to recovery for the foreseeable future.

On November 15, Langkawi began welcoming foreign tourists back in a test case for Malaysia which plans to fully reopen its borders by January 1, 2022.

Despite the reopening timeline set by the government, it will take time for the international market to return, said Mushafiz Mustafa Bakri, CEO, Malindo Airways, at the World Islamic Tourism Conference on Monday (November 15). For the short term, the airline’s focus will be on growing capacity on the domestic segment, he said.

He added the airline is seeing demand for non-traditional tourist destinations such as Terengganu, Johor Bahru, Alor Setar and Ipoh, as domestic tourists look for new attractions and places to visit.

Yap Lip Seng, CEO, Malaysia Association of Hotels, shared that the international market will reopen in stages and recovery will take time. “We need to be prepared (for) a certain percentage of international (tourists) coming back, and still maintain domestic as our focus for the next year or so,” he said.

He stressed on the need to take care of the domestic market as that is what pays the salaries of employees in the hospitality sector.

When asked what surprised the industry about the domestic tourism market this year, Yap shared the assumption that domestic tourists are price-sensitive is not always true, and that some of them look for value.

This fresh insight will help the hotel industry in its future planning. He shared: “If hotels were to do their part and provide more value-adds into the room rates, then it could actually attract (guests) and bring up the average room rate in Malaysia, which is one of the lowest in the world.”

Both Yap and Mushafiz were panellists in a session on Domestic Tourism Revival for the Muslim Market, which looked at the performance of the domestic tourism market in Malaysia during the pandemic and projections on how it would fare with the return of international business.

Tourism players in Langkawi whom TTG Asia spoke to also concurred that the domestic segment will remain their main source of revenue for at least another year, even as they continue to market their products and services to the international market.

Mega Water Sports & Holidays director of sales and marketing, Sharmini Violet, opined that while Langkawi has rolled out the red carpet to tourists from around the world, there are still hurdles such as travel restrictions in many countries and generally higher airfares.

She said: “It is still (in the) early days (for travel recovery) and I think it will take at least a year before the international market normalises, provided the pandemic ends soon and the virus is contained.

“Our focus for the time being is on the domestic market. At the same time, we have already started regional and international marketing efforts through virtual B2B meetings organised by Tourism Malaysia.”

Sharmini shared that she noticed a trend of middle-income and upper-middle-income families who used to vacation overseas who were now choosing Langkawi as their holiday destination during the pandemic. “This is a market we want to further tap into,” she said.

Anthony Wong, managing director of Cottage by the Sea by Frangipani Langkawi, also estimated that it would take about a year for inbound travel to Langkawi to pick up. In the meantime, the resort is depending mainly on the domestic market to cover operating costs, he said.

He also shared that the island has to address the shortage of manpower as it prepares for the return of the international market. He elaborated: “Locals view a career in the hospitality and service industry as risky due to the frequent lockdowns. Foreign manpower is also hard to get.”
